why ? As far as I can tell, the current code looks fine to me. When building PROJ as a shared library, we want that CMake object libraries such as proj_resources that are ultimately linked into libproj are also built as PIC to avoid linking issues.
When building PROJ statically, CMake object libraries don't need to be built as PIC

But if PROJ is built as static lib and then integrated into a shared library, it needs PIC.
My suggestion was wrong, it should not be that directly linked to build static or shared library.

a bit of a weird setup. In that case, you can manually tweak PROJ_OBJECT_LIBRARIES_POSITION_INDEPENDENT_CODE and/or CXXFLAGS
