Based on our test data it appears that the epo:Tender class gets instantiated in F20, and the instance is attached to a epo:TenderAwardOutcome instance, but the tender instance itself is empty (i.e. no information is provided on it, except its type).
To be checked if this is a mistake, or indeed there is no information provided in a ContractModificationNotice (F20) to be added on the Tender instance. If the former, fix the problem (or confirm that the problem is that our test data is incomplete). If the latter, remove the mapping from F20 (and possible from any other notice, where no info is provided)
