Upgade to Jakarta Validation

Today most of the applications are updated to the jakarta namespace, but this project still uses the legacy javax bean validation.

Please update to Java 17 and Jakarta EE 10(almost all Java frameworks are updated to this baseline today), or use some tools, such as open rewrite to release a version for jakarta.

I am using Java 21 and Spring Boot 3.4.x.

After adding bval-jsr, it requires the legacy jaxb, then add jaxb-api/jaxb-imple 2.3.x, finally a collection of legacy javax packages included.
