[RulesDashboard] - Add Car Filtering to Rules Dash

Description

Filter rulesets by car (ruleset types are not connected to a car)

Acceptance Criteria

• Only rulesets for the global car(s) show up in the ruleset table view
• Only the active ruleset for the global car(s) shows up in the project detail view rules tabs
