[BUG] Unable to unjail a validator

Describe the bug
I'm unable to unjail a validator which was jailed due to downtime.

How to reproduce
Add your steps to reproduce the behavior:

1. When I executed nilchaind tx slashing unjail --from wallet, it showed an error.

2. I also tried using offline and --sign-mode direct, but both resulted in errors. I have attempted various common unjail command formats used on Cosmos chains.

We're seeing the same issue here. We had an issue with our node and took it down to work on it. Unfortunately we got downtime jailed and have since not been able to rejoin the network by running the unjail command.

It would be great to find a resolution, thanks.
