Describe the bug

When attempting to report a security vulnerability privately, the link to do so returns a 404 error.

Steps to reproduce the behavior:

1. Go to 'Security and quality' tab in github
2. Click on 'Use GitHub's private vulnerability reporting' link
3. See error

Expected behavior

User should be able to full out a vulnerability report.
