Hello, I'd like to be vouched to resubmit #3940, which the bot closed. This is a fix for macOS, when a VM stops its ext4 overlay journal can hold unapplied writes, but the next start deletes the previous guest auth files before recovering that journal, causing restart failures.

Why this change?

The fix reorders the steps so recovery runs first, preserving the auth files if recovery fails. Fix doesn't change API or policy. It impacts all macOS users. Overall, I would like to contribute to open shell as I am integrating it with captaincode.ai, a tool we develop at Lemma Ventures. Thank you for your time reading this!
