fix(agents): strengthen AI attribution override in commit rules
The existing AGENTS.md rule prohibiting AI agent mentions in commits was being ignored because agents prioritized a global "Assisted-By" instruction from their user-level configuration. Move the override directly into AGENTS.md with explicit language that it supersedes global agent settings, making it a first-class rule in the agent constitution rather than a secondary reference.
