Subject: [PATCH] Give the agents-api sessions job room past ten minutes

The sessions job has been cancelled on main since cc4acc1f by its
10-minute timeout. It is not hanging; it outgrew the limit. The last
successful run spent about 390s in `make check-agents-api`, 42s in the
official client step, 67s in container distribution, plus roughly 60s
of setup (about 9.8 minutes total). A recent run took 436s + 60s + 75s
and was cut off during the last step. Raise the limit to 20 minutes.
