The claim

Two coupled subcritical multiplying regions with a programmable veto absorber implement NAND with gain, at k < 1 everywhere, using only ENDF/B data.

The test

An OpenMC model: two moderated fissile regions, coupling coefficients extracted as the Green's matrix, absorber positions as the programming, truth table demonstrated in tallies. All inputs public, everything strictly subcritical.

Which part of the theory it touches

THEORY.md Section 4 (the proven keystone at reactor scale); roadmap Phase B2. This settles the architecture (coupling matrices, clock rates) the photon sector inherits.
