The claim

Some compact (non fission) nuclear state satisfies all three keystone inequalities (leak, amplification, rate) in a level restoring or convertible class at an achievable control flux.

The test

Phase B1 of the roadmap: measure (sigma_trig, beta, C_in) for the best NEEC or IGE candidate and place it on the keystone figure. Required cross sections per facility are tabulated in gates/experiment_menu.md; the ongoing nondestructive Penning trap test of the 93mMo claim (arXiv 2501.05217) largely decides the photon sector.
