Unplugging an input device breaks the mod

Allow the removal of devices mid game or better yet support hot plugging.

It should also be checked that if a device is configured using a GUID in #7 and the device isnt present or is removed that the config doesnt get wiped.
IDs are currently validated to allow easy user selection however if an invalid ID is pulled from the config what happens?
