check raw files from previous release

Moved all previous files that were in the November 2016 manifest to a separate folder. These files are left (they were not in the manifest):

• xls: https://www.synapse.org/#!Synapse:syn4997976

Do you know why these files were in the release folders but not in the manifest? We've replaced the xls files with Annot metadata files. Data from the LI8X00534 and 535 plates may have been filtered out due to QA issues but I'm not sure.
