The Cutscene Fix for breaking past 60 FPS doesn't work

The fix that's meant to make cutscenes not locked to 60 FPS doesn't work. I downloaded the zip file. I extracted the zip file to my computer. Extracted it to the folder. I boot up the game. Go into a cutscene. Locked at 30 FPS. Heard there was a FPS fix for this. Maybe some others are more fortunate than I. I cannot get this to work. I even tried messing with the .ini file. Still didn't work. Is there anything I'm missing?

Does your game generate an FFXVIFix.log file? If it doesn't then please take a screenshot of your game folder contents and post that here.
