[Feature Requests] System wide controller layout toggle

Currently, the layout can only be configured in RetroArch and emulators.
It would be nice to have a system wide Nintendo/Xbox controller layout toggle in the settings.

I have the Xbox layout set on my Odin 3 and it's so tricky trying to remember to change where I press for ABXY

It would be great if I could remap the menu button in between start and select as well. I keep hitting it on accident.
