[BUG] "Shuffle All" Doesn't work with "Downloads" filter applied

Describe the issue.

I tried to shuffle all of my downloads, but I got an error message "Unable to fetch random tracks"

Can the issue be reproduced?

1. Download some tracks
2. Go to Library -> Tracks
3. Apply "Downloaded" filter
4. Press shuffle all
5. Error message shown

What is the expected behavior?

When I am displaying downloads, it should shuffle my downloads

What actually happened in this case?

An error occurred

This should be in it's own function, not bolted on to the existing "shuffleTracks" function
