/mw spawn and setspawn dont work in vanilla dimensions

In minecraft:overworld/end/nether:
/mw spawn will do nothing
/mw setspawn will always print a message (e.g. Spawn for world "minecraft:overworld" changed to 0, 68, 0). However, /mw tp will teleport me to a fixed random place, no matter where i used setspawn

environment: fabric server, both 1.21.11 and 26.1
