Vlan: service network reload tries to close non-existant vlan

Example: you have vlan 1, then you add vlan 2
do service network reload to STOP then START the networking service
in doing so, network stop tries to the non-opened vlan 2

Welp, found the real cause. In the CLI it was saving it as a string instead of a number, then on network reload it would try to open a vlan as a string
