Bad formatting of list in what-is-open-source.md

The list of the four freedoms in https://github.com/INTERSECT-training/software-licensing/blob/main/episodes/what-is-open-source.md#defining-free-software-the-four-freedoms does not render as a list.

It seems quite possible that this is due to the {:start="0"} markup. Maybe it doesn't work in the new Carpentries lesson web format. Need to figure out what works here.

Note that the Free Software Foundation numbers them starting at zero, so unless there's no technical way to do that, we should try.

The new Workbench platform uses the pegboard tool to process the Markdown source, which in turn uses the R module tinkr, which uses the Commonmark dialect of Markdown. Investigation of Commonmark suggests that simply using zero-based numbering of the list in the source, without any additional markup, should have the desired effect.

TL;DR: try deleting {:start="0"}. I think it will work as desired.
