Move contracting & project docs to the top of the project detail view

In the invoicing & reporting stage, contracting + project documents (SOW, PAF) show up below the invoice/report section. the contracting & project docs are more likely to be referenced and accessed by other staff members so they should appear at the top but can stay collapsed
