Use git tags to automatically generate version numbers.

Hardcoded version number in setup.py for now. But, would like to use git tags with the use_scm_version available to setup.py. How are version numbers generated in other python projects in our repositories as I would like to follow this pattern? Are we using pyproject.toml in addition to setup.py? @KLMatlock, @mlathara, @webberlh, any ideas? Thanks.

For the Python projects I interact with, we're standardizing on having a version number in the setup.py and using bump2version to take care of updating versions as part of our release pipeline. bump2version configuration is done via the setup.cfg file.

The bump2version solution proposed by @webberlh should work. Since this project already has a pyproject.yaml that can be used in place of setup.cfg.
