[MISC]: Update the publish_pypi workflow to Python 3.12

What happened?

I haven't tried or figured out the publish_pypi workflow. I notice that it still uses Python 3.10. When we get to publishing a new version, this will need to be fixed. Eg. use Python 3.12 instead.
