Capturing a profile of Vulkan applications crashes GPU driver

I am unable to create profiling captures of any Vulkan application, including vkcube. As soon as I attempt to create a capture my GPU driver crashes. The resulting capture is corrupt and cannot be opened.

This appears to be a regression, as I can successfully create captures using RadeonDeveloperToolSuite-2024-04-18-1396.

I've been experiencing a similar issue. It seems to me that it might be related to the memory usage of the capture. Capturing when FPS was higher had a lower chance of crashing, and closing additional programs running on my device also helped.
