Subject: [PATCH] chore: add Dependabot config for automated dependency updates

Adds .github/dependabot.yml covering the npm ecosystem (root) and
github-actions, both on a weekly schedule. Major version bumps are
ignored for npm so they can be handled manually, mirroring the intent
of the frontend Dependabot setup.
