Omissions in Slurm reasons map causing assertion failures

The Slurm reasons map is incomplete. In particular, OutOfMemory is missing, which causes jobs to claim to succeed when in fact they failed, as per AgResearch/gbs_prism#181.

(I noticed there are other omissions also, perhaps quite a few.)
