Issue for testing Pilot's (PilotManager) database and router. Originally developed in #570

I see you removed #570 from the DIRAC development planning. Is that expected?
Did you open that issue to associate it to #570?

I am not entirely sure to understand its purpose.

I added #570 here. It's just that it's more convenient having issues in the scrum board rather than PRs.
