Allow downloading of files as a tutor

Brief description of feature

Currently, once the files are uploaded, the tutor cannot re-download them when editing the assessment. They can only see the file name and file size. Therefore, they cannot get the test cases that they have uploaded before.

Acceptance criteria

• Tutors can re-download uploaded files when editing the assessment
