[Governance] Decompose any unshipped ADR 0133–0137 acceptance evidence from PR #490

PR #490 accumulated 931 branch-only commits across 321 files while protected main advanced independently. Do not merge or transfer its stale checks/reviews. Audit each ADR 0133–0137 acceptance criterion against current protected main and authenticated, non-identifying runtime evidence; open one minimal current-main PR only for a proven remaining gap. Preserve the closed branch as recoverable source evidence. Acceptance: a current-main matrix identifies implemented-main, superseded, or missing criteria; every missing criterion has a focused test and exact-head PR; no wholesale replay of #490.

Current-main decomposition matrix is now in PR #613 at exact head 52666d80 under §5.1 of docs/product-technical-gap-baseline.md. It classifies ADR 0133 and 0136–0137 as missing, and ADR 0134–0135 as partial/superseded by narrower protected-main contracts. The closed 321-file branch was not replayed. This issue remains open until each missing row has a focused current-main implementation PR and regression evidence.

Next current-main slice for this issue: ADR 0134 — one shared token-backed status notice (success / unavailable / retry), migrating the Calendar Naruon fail-closed path. Independent of #579/#629/#631 stacks.

#611 remaining slice ADR 0134 is shipping as current-main ADR 0214 (StatusNotice + Calendar Naruon fail-closed) on a new branch independent of those stacks. Success/unavailable use a named region (not role=status) so App live-region uniqueness holds; retry stays role=alert. Will comment the PR number once the exact head is pushed.

ADR 0134 current-main slice is now #643 (feat/status-notice-shared-alert-v219 @ 041ec13, independent of #579/#629/#631 stacks). ADR 0214 adds StatusNotice; Calendar Naruon fail-closed is the first migrated flow. Success/unavailable use a named region (not role=status); retry stays role=alert. Not self-approving. #611 stays open for 0133/0135/0136/0137.

Current-base decomposition is now PR #671 at exact head 93bca32f, stacked only on baseline PR #667.

The matrix audits protected main@494b54e2 without replaying #490: ADR 0133, 0136, and 0137 are missing; ADR 0134/#643 and ADR 0135/#669 are in progress but are not protected delivery. Each row names the focused acceptance evidence required before implementation or merge. Documentation hygiene passes (5 tests), and the central exact-PR scheduler has been dispatched for independent review.

Issue #611 remains open until the missing rows have separate ADR-first implementation PRs and protected-main evidence.

Focused ADR 0136 delivery is now tracked as superseding ADR 0228. #675 preserved the implementation evidence; because #671 merged before that child PR, #677 is the conflict-resolved propagation edge onto #667.

The candidate provides normalized account/post sessions and turns, atomic citation reauthorization, list/select/new UI, localized Storybook scenes, real-PostgreSQL regressions, and the current gap-baseline update. It performs no psychometric/statistical arithmetic. Protected-main acceptance remains pending exact-head checks, independent review, #677 → #667 propagation, and #667 protected merge.

Current-main re-audit at protected main@ff7431bd:

• Historical ADR 0133 is superseded by accepted ADR 0215 and PRD-FR-5A, now implemented through merged feat(ask): verify public semantic claims #641/feat(ask): verify typed public semantic claims #682: opt-in persistence, bounded SearXNG retrieval, contextual-orchestrator three-way judgment, fail-closed unavailable states, separate public citations, UI/Storybook, and tests are on protected main. It is no longer a missing ADR-0133 replay candidate.
• ADR 0134 remains represented by current-main PR feat(ui): share one token-backed status notice #643 at exact head 42ba340e.
• ADR 0135 remains represented by current-main PR fix: restore Running action and Compose contracts #639 at exact head f1d7aaaa, plus the cancelled-state slice stacked into feat(ask): per-post Ask history stack with gap-baseline refresh #667.
• ADR 0136 remains represented by ADR 0235 and the normalized per-post history implementation in feat(ask): per-post Ask history stack with gap-baseline refresh #667 at exact head ee361ced.
• Historical ADR 0137 is superseded as a product requirement: the current PRD prohibits promoting co-occurrence/model output to verified customer or organization identity and assigns identity ownership to Keyverse. Naruon owns mail/calendar projections; central .github owns governance workflows. Neither supplies authority for a new LineageWeave customer-identity model.

The decomposition matrix in #667 still names the older main@494b54e2 snapshot and should be corrected before merge; no closed-#490 checks, reviews, or implementation are transferred. Keep #611 open until #643, #639, and #667 complete normal protected delivery on their exact heads. No additional speculative implementation PR is justified by this audit.

ADR 0133 remaining slice is now a current-main implementation PR: #714 (ADR 0232). Public-only source-unit/image-region lead → SearXNG → SSRF/redirect-rejected retrieval → orchestrator mode=verify → source_research_citation. Private posts fail closed. Distinct from ADR 0215 (still never fetches result URLs). Independent exact-head APPROVE required; this does not close #611 until protected merge.
