Create Bingehack4 Docker Container for CI Build

The drone build takes a considerable amount of time installing different packages necessary for building Bingehack4. It would be a pretty useful investment to create a Dockerfile that contained a build environment for Bingehack4 so Drone CI would be able to resolve quickly.
