8MB/16MB RAM support

Devkits, or a "8 MB modded" SCPH, or PSX DESR, can utilize 8 MB of RAM.
A configuration is required to enable this.

Yes, this is to be expected. Hope its not too hard to implement. preferably test on real hardware before we merge code that allows this. I do not own 8mb playstations as of yet tho. (im unsure if emulators emulate the 8mb properly?!?)

According to this video, the PS1's main memory can be expanded to 16MB. The mainline NOMMU kernel will almost certainly work. :P
