Migrate CODAP plugins from rivulet-next to rivulet-utils

The rivulet CODAP plugins, which are currently maintained in the rivulet-next repository, need to be moved to this repository (rivulet-utils).

Tasks:

• Identify all relevant plugin code in rivulet-next.
• Plan and execute the migration into rivulet-utils while maintaining functionality.
• Update documentation as needed to reflect the new plugin locations.
• Ensure existing and new tests pass after migration.

This issue tracks the completion of the migration and any necessary follow-up work.
