Create new Quarto-based template

- Create a general purpose report in Quarto to be accessed via RStudio templates for new Quarto reports. 

Things to potentially include: 
- CIDA logo
- Callout notes (for syntax)
- tabset section placeholders (for syntax)
- Session information (expandable)
