Windows: Cannot open file - UNC path with Unicode character

I have £ (GBP) sign in the path which is valid, but it seems to get mangled.

The issue is Windows passing argv encoded in the system code page (e.g. Windows-1252) instead of UTF-8. £ is byte 0xA3 in Windows-1252, which is invalid as a standalone UTF-8 byte, so it gets replaced with U+FFFD → the mangled character you're seeing in the path.

Fix is to call GetCommandLineW() + CommandLineToArgvW() at the top of main() in ccextractor.c to get the raw UTF-16 arguments from the OS and convert them to UTF-8 before anything else touches argv. Opening a PR for this.
