Subject: [PATCH] bus: repoint the rounds B-E handoff pointers to handoffs/
 (local-only)

The four dev/handoff/ pointers on dev/FEEDBACK.md named a set untracked on
2026-09-11, so a fresh clone dead-ended on them. The set now lives in
handoffs/ on the owner's machine, the public-repo home under the
handoff-plan convention (ignored in public repos, tracked under
dev/handoff/ in private ones). Builder round note added; token
hb-20260911-04 unchanged; no handoff.
