Recycle bin limit

Add a configurable recycle bin limit.

Configurable options:

• How big the recycle bin has to be before action needs to be taken
• Action to do (warn / delete)
• If action is deleting, either clear the whole thing or only delete the oldest backups until it's small enough to fit under the limit.
