[OPi 3B] [1.1.x] Regulatory domain settings have no effect

Cheap WiFi chip with crappy driver code. Does not seem to work anywhere.

The vendor (OPi official image) 5.10 kernel doesn't even show the phy device in iw reg get. Newer vendor 6.6 image (manually built) does show this, but settings still do nothing.

Often, regdom support is just not added to crappy drivers. This also falls into the category of things that might eventually get fixed in the Armbian tree's copy of the kernel module.

Should check if kernel has config_cfg80211_internal_regdb option enabled when built. Behaves a lot like it just doesn't know what regulatory domains mean.
