add plots notebook to new repo

• move all functions in notebook to code repo
• make sure code repo install-able for other people
• make new clean-ish notebooks repo for manuscript
• add figure generation notebook to it
• get other people's notebooks in there too
• add quick start link to data repo README
• make a colab or beaker notebook
